About the Province of Manitoba

The Province of Manitoba is located in the centre of Canada, north of the states of Minnesota and North Dakota. It is the most easterly of the three provinces of Manitoba, Saskatchewan and Alberta, which together constitute the Prairie Region of Canada. Manitoba is bounded on the east by the Province of Ontario, on the north by Hudson Bay and the Territory of Nunavut, and on the west by the Province of Saskatchewan.

As of 31 March 2022, the Manitoba government has raised C$4.6 billion for fiscal year 2021/22. This includes approximately six months of pre-funding for 2022/23. Manitoba raised 60% of its requirements in the Canadian domestic markets and the remaining 40% in international markets. The international issuance includes a seven-year US dollar benchmark bond, a number of European private placements, and Australian and New Zealand dollar issues.

Outstanding gross debt, as of 31 March 2022, was C$56.5 billion. The forecasted deficit for FY22/23, as delivered in Budget 2022, is C$548 million.

Capital markets branch

The capital markets branch under the Department of Finance is responsible for the following:

• Develop and execute the province’s debt management strategy.
• Manage debt for the province and Manitoba Hydro.
• Issue debt to fund the province’s various programmes and capital investments.
• Maintain and manage relationships with rating agencies, investors and other financial stakeholders.
• Advise provincial Crown corporations on investment activities.
• Lend funds to Crown corporations for various capital expenditures.
• Day-to-day investment and management of excess cash and forecasting future funding requirements.
